20-point plan, phased IDF withdrawal and a Palestinian technocratic committee under direct U.S. supervision.
CAP – September 30, 2025 · By The Interpreter of the Silent Code

Donald Trump announced he would preside over a new Peace Board to temporarily govern Gaza, with Sir Tony Blair as a key partner. The script: phased IDF withdrawal, an International Stabilization Force, and a Palestinian technocratic committee for daily services – all under “international supervision” and Trump’s personal stamp.
Eight Arab and Gulf states – including Egypt, Jordan, the UAE and Turkey – welcomed the initiative. Hamas, however, distanced itself, saying it had not received an official copy. Netanyahu endorsed the plan but warned that if Hamas refused, Israel would have “full backing” from the U.S. to finish the job.
“Let’s call it eternal peace in the Middle East.”

What the plan includes
- Phased IDF withdrawal tied to the release of hostages.
- International Stabilization Force (ISF) with Arab and global partners.
- Technocratic Palestinian committee to run daily services.
- Peace Board supervision, chaired by Trump; Blair as “day-after” architect.
- Exit window for Hamas officials (amnesty/immunity abroad).
Omissions and doubts
The plan omits the West Bank and leaves future security vague. Hardliners in Netanyahu’s cabinet may resist any deal offering Hamas a “way out.”
Diplomatically, Qatar received Netanyahu’s apology for a recent strike in Doha. The press, however, got no answers: both leaders walked out without taking questions.
“A historic agreement to end the war and chart a new future.”

The key question
Trump sells “eternal peace” and casinos by the beach, Blair offers diplomacy, the region counters with raw reality. Is boldness enough to bend decades of conflict?
