Two centuries later, the irony echoes in Argentina.
In Mendoza, 1 out of 5 newborns in public hospitals tests positive for marijuana, alcohol, or other substances. And what happens in Mendoza happens across the country.

No more foreign fleets unloading opium — today the poison grows in our own neighborhoods, reaching the crib and staining the future.
